IBM wants traffic lights to stop your car

The system would be able to receive position information from vehicles waiting at red lights to determine a queue of participating vehicles stopped at the signal. It would then determine the time still to elapse before the lights turn green, and if this time is over a set threshold (such as two minutes) the traffic light would then send signals to the vehicle engines to stop them.

When the lights turn green, a “start-engine notification” would be sent to the front vehicle to start its engine first, and a signal would be sent to the second vehicle in the queue an “optimal time” later, and so on.

The IBM patent says the system could be applied to traffic signals at intersections, railway crossings, or other transportation signals for “indicating correct moments to stop and to proceed.” Its stated aims are to reduce wastage of fuel and optimize the movement of vehicles through the intersection or crossing.

The patent states that with “increasing vehicle usage there may be more traffic and longer wait times at traffic signals,” resulting in wasted fuel if the vehicle engines are kept running. It acknowledges that most drivers do not turn off their vehicles’ engines in such situations, and that more fuel may be used in restarting the engine than in keeping it running if it is stopped for too short a time. The system would therefore take into account the time remaining before the signal changes to determine if the vehicle’s engine should be stopped.

The proposed traffic light system would gather data from traffic signal clocks, GPS data on vehicle positions, traffic load information (perhaps from weight sensors in the road), cameras, and/or “other data obtainable from sensors embedded at the intersections.” The communications system may use Wi-Fi technologies, a cellular network, or satellite communications.

In one proposed model the method would be made available as a “service” that vehicle drivers would need to sign up for. The stop/start-engine notifications could switch the engine off and on automatically, or they could trigger alerts to the driver to turn it off/on manually.

The idea is at the patent application stage, and the patent only covers the method but not the communications technology. Many patent applications never proceed any further, and only time will tell if this will be one of them.

It looks like PTCL is getting serious with value added services, the way it offered cricket commentary during T20 World Cup and now land-line giant has partnered with Ufone to offer Song Dedication service.

For long time now, customers thought of these VAS were attributes of cellular companies, little late though, but now PTCL is catching up the trend. Web Analytics or more specifically speaking Website Analytics is a process of understanding the behavior of Website Visitors. It answers questions like what visitors are doing on your website: what they’re reading, how they navigate, what they’re ignoring, what type of visitors turn into customers and How they leave your website?

Why Web Analytics is Important?

Web Analytics has grown into a million dollar industry; there are web analytics software and applications that cost from zero to thousands of dollars a month. However, an average webmaster or website owner may ask that why Web Analytics is Important and why should anyone bother to understand the audience of his website? And the answer is simple – Because you built a website for a purpose and without analysis how you are going to tell whether you are successful or not?

Cellular Difference – Pakistan Vs USA


The Nation,newspaper, chief reporter Afzal Bajwa has been to US recently for fellowship program in Stanford University. On his arrival in US, he came across some cellular operators . Following is what he wrote in his article… Keep reading to know how better Pakistan is from USA and other countries when it come to cellular networks.

Back home, pre-paid SIM cards are common, and I assumed that the AT&T store would try to sell me one for use during my three-month visit to the U.S. But the front-desk folks immediately asked me to sign up for a year-long contract if I expected to get an affordable deal. Subsequent encounters with other cellular operators here made me to realize that although Silicon Valley is considered the world center for innovation and technology, the U.S. wireless market is inflexible and uncompetitive.

For the first time in my life, I felt that Pakistanis were better served than Americans, with at least five world-class operators in Pakistan engaged in fierce competition.

In Pakistan, all carriers use GSM technology, making it easy for customers to switch service providers; in the U.S., moving from Verizon to AT&T or vice-versa means having to pay for a new handset, since Verizon uses CDMA and AT&T uses GSM.

In Pakistan, you can recharge your pre-paid SIM card at any retail store, unlike here in the U.S. where you need to look for the particular operator’s outlet.

In Pakistan, multiple operators already offer next-generation WiMax wireless service; in the U.S., Sprint’s WiMax network is getting off to a sputtering start. And Pakistan’s regulators are reviewing license applications for 3G video services, while Americans are still trying to get their pricey iPhones to work reliably on AT&T’s 3G network at all.

I already had a Nokia E90 Communicator smartphone, with 3G connectivity, a real QWERTY keyboard, a full office suite, strong e-mail features, and multimedia capabilities. For me, it’s a more useful device than the iPhone, and I didn’t want to give it up. And the local technology-obsessed people in California I showed it to were impressed by it, even though this powerful phone seems to be largely unknown in this country. But it’s a GSM handset, so I had to discard every operator that doesn’t offer GSM: MetroPCS, Sprint, and Verizon.

My only remaining options were AT&T and T-Mobile. The plans they offered weren’t competitive with the ones I was used to back home: Rather than paying at least $75-100 per month for unlimited voice and data, I would have been better off using international roaming on my own Pakistan cell number.

Free incoming calls and free incoming text messages are common in Pakistan, but when I asked AT&T and T-Mobile’s staffers about them, they didn’t seem to know what I was talking about.

One rep at an AT&T store in San Francisco seemed to be more aware of the cell-phone world outside the U.S.–he smiled and said, “there is no such thing like free incoming here, but they probably offer it in Europe.” But he probably didn’t realize that Pakistan carriers offer cheap plans with no charge for incoming calls and text messages.

The service is so affordable that even low-paid laborers and daily market vendors benefit from it.
Pakistan’s mobile-phone growth has been among the fastest in the world: Usage has increased from perhaps just a few percent of the population in 2003 to more than fifty percent of the country’s 160 million citizens.

Mobile carriers are collaborating with the government to extend state-of-the-art wireless connectivity from coastal areas to glacier-covered mountains like K2. They’re also bringing mobile-phone banking to the remotest farming communities, to strengthen agriculture, the backbone of Pakistan’s economy.
It’s the simplicity and low cost of wireless service that have driven the growth that gives mobile carriers the millions in profits they need to invest in these advances. And as I’ve dealt with the challenges of wireless here in the U.S., I appreciate what the wireless companies back home are accomplishing even more

SixTakes is lead by Adeel Raza, a 24 year old geek from Lahore. Company is said to be in business for around 6 months, while it has already managed to bring 4 products live including donut chat, a chat solution for any kind of website.

Samsung I9000 Galaxy S manages 7:25 hours of video playback, puts critics to shame


The results from the Samsung I9000 Galaxy S dedicated video playback battery test are out and they might be quite surprising to some. A lot has been said and written about the Android handsets poor battery life recently but obviously things aren’t as bad as they are made out to be.


Our testing procedure was pretty standard: we charged the Galaxy S until it said full and looped a standard definition XviD video with the screen brightness set to 50% until the battery level fell to 10% (beyond that point the handset automatically turns off the video player and doesn’t allow restarting it). And in the case of the Samsung Android flagship that took some good 7 hours and 25 minutes.

To put things in perspective, the HTC HD2 achieved 4 hours and 30 minutes on the exact same test, while the Omnia HD (which uses a more energy-efficient AMOLED display) reached 5 hours and a half. Those both sounded really impressive at the time but fall a whole movie behind the Galaxy S.

The Samsung I9000 Galaxy S is probably the best mobile phone for watching movies on the go that we have seen. It has the best screen in business, DivX and XviD support out of the box and a long-lasting battery. Is there really anything else that you need?

ZONG Gives UET Students 4-Year Scholarship


ZONG continues its support of technical education in Pakistan with the ZONG Scholarship Program. The Program was started last year as part of ZONG’s corporate social responsibility initiatives.

ZONG selected ten students for the ZONG Scholarship Program at the University of Engineering and Technology in Lahore through which the students would receive their tuition fees and living expenses for the entire four years of engineering school.

The interviews with UET students were held on the campus and students in the disciplines of Electrical Engineering, Mechanical Engineering, Civil Engineering and Computer Sciences and Engineering were eligible.

This is the second year of the ZONG Scholarship Program which aims to enable talented, deserving young people to acquire quality technical education from one of the most prestigious engineering universities in the country. The scholarship amount covers all academic and related expenses for each student.

ZONG is promoting higher education in Pakistan as a caring corporate citizen and looks forward to working with institutions like UET to help students pursuing professional education. The company also intends to facilitate and provide counselling to engineering students who intend to study telecommunications in Pakistan as well as in other countries.

The emphasis of the ZONG Scholarship will be to financially support students who are motivated in enhancing scientific and technological research. Thus, the students are selected on a need and merit-based criteria. The process was conducted in phases so that the forty or more students who applied for the scholarship were evaluated and then interviewed by a joint steering committee formed by ZONG and UET.

Fee Group Video Chat soon offered by Skype


Skype Ltd., the famous internet calling service, unveiled a new group video chat service and plans a public "beta" test of this function that lets up to five people participate in a video call simultaneously. This function plans to be free.

It is said that when the feature launches next week it will be free, but Skype Ltd. plans to start charging for it along with some other upcoming features in three or four months, said Neil Stevens, general manager of Skype's consumer business segment.

Skype also unveiled new paid subscription plans that allow people to make calls to cellphones and landlines in 170 countries. That feature particularly targets those who make calls into developing nations, where the cost of making calls through traditional carriers can still be quite high, said Neil Stevens, general manager of Skype's consumer business segment.

"A very large percentage of our revenue and growth can come from having products to call cost-effectively to the long tail" of cellphones in the developing world, he said.

Skype, which has helped pioneer Internet calls, has offered the service free for years and says it now has more than 560 million users world-wide.

EBay Inc. last year sold controlling interest in Skype to a group of investors that includes its founders.

The company also plans to focus on getting Skype on more devices beyond computers, such as cellphones. Skype has been installed on 12 million of Apple Inc.'s iPhone and iPod Touch devices, and the company will in the months ahead come out with a new version of its software that enables people to make free Skype calls over the 3G cellular data plans used by iPhones. Currently, it works only on iPhones through Wi-Fi data connections, said Mr. Stevens.

Mr. Stevens also indicated that Skype is also working on an app for Apple's iPad for release over the summer. When Apple releases a new version of its mobile operating system in the coming weeks, Skype will also be able to run as a background app, allowing people to receive calls even as they do other things.

Skype would like to be able to also provide video calling on smart phones, but has a number of technological hurdles to clear first, such as the high bandwidth required by video calls. Apple's mobile software currently doesn't allow developers to access a device's built-in camera, he noted

Skype is also experimenting with advertising for revenue. In Europe, it has tried a click-to-call service with a directories company, where an advertiser pays for a call that a potential customer can make for free.

Build Your Own Radio Station With Winamp


Are you a rabid radio fan? Do you want to create a radio station to broadcast music for others? Now, you can do that with Winamp, just follow the following step to broadcast music for others and add your own comments.

Download and install SHOUTcast Server(http://usfiles.brothersoft.com/internet/server_tools/shoutcast-dnas-1-9-8-windows.exe).Then, go to install folder and find out sc_serv.ini file. Open it with notepad, press Ctrl + F to find out "password=ChangeMe", then modify it to "password=123456", of course, you can change it to any password you want. Save and close this .ini file.

Second, double click sc_server.exe to open the SHOUTcast server monitor window. Wait for a little while until it open the service.



Third, Download and install SHOUTcast DSP Plug-In for Winamp(http://www.brothersoft.com/shoutcast-dsp-plug-in-for-winamp-123793.html). Note that you must install the plug-in in the same folder with Winamp.

Fourth, run Winamp after the installation of SHOUTcast DSP plug-in. Right click the main window of Winamp and select Options -> Preferences to open the preferrence window. Click DSP/Effect under Plug-in in the left pane and double click "Nullsoft SHOUTcast Source DSP v1.9.0" in the right pane. Then it will pop up a config window for SHOUTcast Source.

Last, in the config window, go to Encoder tab and select Encoder 1. Set "MP3 Encoder" as the Encoder Type and click Encoder Setting list to select your own setting. Then turn to Output tab and select Output 1. Enter your IP address in the Address box and enter the password we set just now in the Password box. And then click the Connect button, wait for a little while. Check "Connect and startup" after connection.



Now you can broadcast your music with Winamp. If you want to comment at the music like a real DJ, you must do some advanced settings.

Go to Input tab, Select "SoundCard Input" as your Input Device, and now you can click Push to Talk button and speak out your comment through your microphone, and click Lock button to lock your microphone.

Congratulations! Now, who want to to listen to your radio, just need to enter "http://*.*.*.*:8000" in the browser address bar and click Listen button to connect to your radio station. Here “*.*.*.*” is your IP address.

TeamViewer for remote control, desktop sharing, and file transfer between computers


TeamViewer is a computer software package for remote control, desktop sharing, and file transfer between computers. The software operates with Microsoft Windows, Mac OS X[1][2], and Linux[3] and is able to function while the computers are protected by firewalls and NAT proxy. It is also possible to access a machine running Teamviewer with a web browser.[4] While the main focus of the application is to facilitate desktop support and remote control of computers, collaboration and presentation features are included within the package.[5]

Nokia Announces 12 MegaPixeled N8


The Nokia announced today its latest smartphone N8 in an event. The first device to be powered by the brand new Symbian^3 platform, the Nokia N8 will launch with an ability to capture photos and video to rival dedicated point and shoot cameras.

Easypaisa will Offer Saving/Insurance Services in Future


Easypaisa, a flagship product from Telenor Pakistan for mobile banking services, is set poised to offer saving and insurance services to consumers in Pakistan in coming months.

These products from Easypaisa will emerge with help of Mobile Money for the Unbanked (MMU) Fund, which is administered by the GSMA Foundation, Inc. with funding from the Bill and Melinda Gates Foundation.

GSMA, in a press release, has said that MMU Fund grant will help Telenor Pakistan to develop a sophisticated savings/insurance product which can be offered on top of the Easypaisa platform.

Easypaisa is seen as a key idea for offering financial solutions for masses without involving physical existence of bank branch.

Easypaisa recently celebrated its initial milestone for completing 1 million financial transactions valuing PKR 2 billion.

Mobile Money for the Unbanked (MMU) works with mobile operators, banks, microfinance institutions, government and development organizations to encourage the expansion of affordable mobile financial services to the unbanked.

Seagate confirms 3TB hard disk drive will be available before the end of the year


There have been rumors about Seagate releasing a 3TB drive this year but it just got officially confirmed. Barbara Craig, senior product manager at the company has gone on record saying that “we are announcing a 3TB drive later this year”.



3TB are the next step in storage capacity and pushing those out on the market requires a little bit more than just increasing the aerial density. The current crop of PCs is incapable of handling hard drives with a capacity larger than 2.1 TB as they can’t assign addresses beyond that point.

The logical block addressing (LBA) standard was created back in 1980, when 3TB drives didn’t seem as something to be concerned about. The only operating systems that support the newer Long LBA standard are the 64-bit versions of Vista and Windows 7 as well as some modified Linux versions.

The other thing needed to make 3TB drives usable is the implementation of a new GUID partition table (GPT) for the master boot record as current master boot record partitions are limited to 2.1TB, too.

Hoping that both issues will be fixed by then, Seagate will launch their first 3TB drives by the end of the year. Looking forward to that!

Seemingly bored with its quest for total domination of the personal computer and smartphone, Google just announced its new and upcoming service called Google TV. Television is a huge ad market with 4 billion users around the globe using it actively and Google plans to revolutionize it.



The concept behind Google TV is to merge the web with your TV so you can enjoy all those videos available online on the largest and best screen in your home – the one of your TV set. Google have partnered with Sony and Logitech on this one. Sony have prepared the world’s first Google TV lineup. That should hit the US market this fall. The lineup includes both a standalone TV model and set top box-type unit incorporating a Blu-ray Disc drive.

Google’s other partners Logitech have been working on a companion box that brings Google TV to existing HDTV home entertainment systems. It should be compatible with any brand of HDTV currently available.

The final notable member at the Google party is Intel, who will be providing the CPUs to power all that hardware. Wait, does that mean there’s an Atom inside that Sony Bravia? Cool!



And as tradition goes with Google-inspired devices, Google TV interface is search-based. Those devices will come with the Chrome web browser and will support Flash 10.1 so almost all kinds of web video will be available for direct consumption. Since Google TV is Android-based you will also be able to use apps from the Android market plus you Android smartphone can be used to remotely control the receiver (and even do voice searches).

Somehow I’m not overly excited about the whole thing and even if I give it a try some day, I probably won’t be canceling my cable subscription any time soon. Internet is already full of nice TV shows, TV series and what-not, but I doubt that all the local TV content I currently follow will be available through the Google TV searchbox. Like ever! But time will tell.

Panasonic Toughbook 19 is a powerful 10-inch convertible tablet you can drop from six feet


Today Panasonic announced the latest addition to their Toughbook family of rugged portable computers. The 10.4-inch convertible tablet Panasonic Toughbook 19 packs some serious processing power with 1.2 GHz Intel I5 -540UM CPU (with Turbo boost up to 2GHz) and 2GB of DDR3 RAM and comes with either a 160GB HDD or a 128GB SSD.



What’s key here however is the MIL-STD-810G certification, confirming the Toughbook 19 ability to withstand a six-foot drop and the IP65 rating, indicating complete dust and water jets resistance. Connectivity is also splendid with 2 USB ports, Wi-Fi b/g/n and Bluetooth being a standard, while Gobi and WiMAX are available as options.

There are only a few things that don’t seem quite cool about the new Panasonic convertible tablet. For one, I’m not sure if the swivel hinge will be as hard to break as the rest of the device, considering the record of similar parts in other mobile devices. Next the Toughbook 19 weighs 2.31 kg (5.1 lbs) which is a lot for a 10-inch device. But improved durability took its toll on this one I guess. Oh and the price starts from 3 399 US dollars. Ouch!

Ufone Volunteer Group Marks ‘Plant a Tree’ campaign


Employees of Ufone recently took part in an eco-friendly activity in Damial in which they conducted ‘Plant a Tree’ campaign jointly with the 150 students of The Citizens Foundation (TCF) Primary School.

This campaign was conducted at the Gen. Fazal-e-Muqueem Khan Campus of TCF Primary School. Ufone, a socially responsible organization has always played a major role in helping the children of Pakistan. Under the umbrella of child health care the revamp of the PAEDS ward at the Policlinic is one such example where Ufone has provided state-of-the-art facilities for the children which is at par with any private hospital facility.

The Ufone Volunteer Group which has been created to help give back to the society, went to visit and spend some time to share the importance of a green and healthy environment. TCF Students were enthusiastic to plant as many trees as possible as each one of them wished to make a positive difference for their nation.

PTCL Smart TV Vs Local Cable Operators

PTCL launched its multiple times delayed, long awaited IPTV project with the brand name ‘PTCL SMART TV’, around 2 years ago. PTCL’s IPTV is largely considered as milestone in achieving the next generation technology for broadcasting TV channels over IP i.e. Internet Protocol on high streams.

In the start, PTCL offered IPTV services on fibre, off course due to bandwidth fluctuations on the copper and later on it is also been offered on copper as well.

As per (un-firmed) internal reports, PTCL Smart TV has around 11,000 customers – as of now.

PTCL SMART TV is equipped with 125 channels covering religious, news, infotainment, entertainment, sports, music, movies, some regional and non-regional channels with digital video broadcasting. Out of 125, most of the channels are covering local Pakistani channels – almost in every category.

IPTV Charges:

In a complete SMART TV Package, PTCL gives IPTV STB (SET TOP BOX), XDSL MODEM, remote control and manuals. It costs Rs.500 / month for STB as an installment, however full payment facility of Rs.10000/- is also available for one-time payment of IPTV STB.

Additionally, per month charges of Rs.300 are also deducted in usual PTCL phone bill – this is rental for IPTV services.

Challenges from Local Cable Operators

PTCL IPTV is still growing and a lot is needed to improve in a steadiness. For instance, you just look at the cable TV market of Pakistan, recently, digital cable services have been launched and now cable TV service providers are offering 200+ channels on digital Set Top Box (STB).

The competitive price that is available to customers for using digital cable TV services is about 4500/- as an initial payment for STB and later on Rs.300 as cable TV line rent.

Indeed, it is a threat for IPTV, when talked about the number of channels and prices that are available in local cable TV market.

PTCL IPTV also needs to improve its channels’ type and base, to compete with local digital cable TV competitors, as end user will definitely analyze the benefits that a competitive market has to offer.

Additionally, PTCL IPTV had only 3 PTCL operated Movies Channels, which broadcast movies in genre of Classic, Comedy and Action/Drama. PTCL never plays newly released movies, for all the genres, however, they are ad-free unlike cable TV operators.

Increase in Number of Channels.
Decrease in rates to respond competitive cable TV market.
PTCL Operated movies channels need to improve its playlist
Video on Demand channels need improvements in its playlist to offer latest movie releases.
Wherever PTCL goes, service issues remain there; Company must overhaul the complaint resolution structure and methodologies.

Conclusion:

PTCL has indeed added value to the market by offering such services to end users., But with that content selection will multiply the value and the profits.

Watch Full Length Movies on Wateen


Wateen has got a portal that is filled with multiple segments ranging from news section to blogs and from games to movies.

It is indeed a good effort to bring forward the local content and that too backed by such a large ISP. This can probably serve as an example for the rest of companies to deploy their portals where users can share content from our local industry.

However, there is a problem that we wanted to point out. Just like PTCL’s entertainment portal (which is exclusively available for only PTCL broadband users), Wateen has started uploading full length movies – on third parties’ servers – and which are available for everyone to watch them.

Now we are not sure if they have got redistribution license for these movies or not. Wateen is not only uploading these full length (apparently pirated) videos from admin’s account but they are also advertising it through their official twitter account.

Government Decides to Revise Telecom ASRs


The government has decided to revise the ‘Approved Settlement Rates’ (ASR) for transparent sharing of premium, being earned on incoming international telephonic traffic, after the cellular companies registered protest over the current mechanism and recent determinations of Pakistan Telecommunication Authority (PTA).

Official documents, exclusively obtained by Business Recorder, show that the government would also incorporate changes in the prevalent regulations to effectively curb the menace of grey traffic, resulting in huge loss to the national exchequer.

According to the provisions of Telecom De-regulation Policy, approved by the Cabinet in 2003, ‘Long-Distance International’ (LDI) licensees would be permitted to retain a fixed share of termination charge, paid by international carriers, while the remaining portion of premium is to be used for infrastructure development to increase the tele-density. The latter is termed as the ‘Access Promotion Contribution’ (APC).

In the existing policy regime, this premium for the calls terminating on local loop operators (LLOs), is passed on to LLOs, while the APC on cellular termination is collected and provided to ‘Universal Services Fund’ (USF), the agency responsible for expanding the infrastructure of tele-density in the country.

Moreover, the policy entrusted Pakistan Telecommunication Authority (PTA) to devise a formula for revenue sharing, which would be reviewed and notified at least once every six months. Framework for APC was outlined in ‘Access Promotion (AP) Rules and AP Regulation published by the PTA in 2005.

Pursuant to deregulation policy and AP Rules and Regulation, Pakistan Telecommunication Authority (PTA) monitors and approves the international telephone service agreements recommended by consortium of LDI operators. From time to time, PTA has been reviewing the APC by issuance of determined rates. However, telecom industry has been agitating, for quite some time, on Approved Settlement Regime (ASR) introduced by PTA and they have expressed reservations on recent determinations issued by the PTA. The current regularity regime does not provide the mechanism to effectively curb the menace of grey traffic, resulting in huge financial loss to the national exchequer. The matter was referred to the Ministry of IT for resolution. A committee comprising representatives of industry, PTA, and MoIT was constituted to deliberate upon the issue. The committee held a series of consultative meetings with all stakeholders to finalise the revised policy for ASR.

Based on the consensus, worked out through the consultative process, MoIT has proposed the following changes in the clause 4.3 of Telecommunication Deregulation Policy and to make them the integral part of the next Telecom Policy for the sector as follows:

At present, net incoming international traffic generates a financial premium over the cost of conveying and terminating the traffic into Pakistan. For next five years, a reasonable portion of the premium is proposed to be used to promote infrastructure expansion. The portion of the premium applied to promoting infrastructure expansion is referred to as the ‘Access Promotion Contribution’ (‘APC’).

The design and implementation of the APC program will be guided by the following principles: (a) the APC shall be used to foster new infrastructure development to increase tele-density through local loop operators, mobile cellular operators, and USF; (b) the distribution of funds between all stakeholders shall be done in a transparent and non-discriminatory manner; (c) the APC program shall be under the regulatory supervision of PTA, which shall also regulate international traffic agreements; and (d) in order to stabilise ASR and to eliminate the speculation in the market, ASR distribution mechanism for various stakeholders will be for the next five years.

A fair share in APC, called APC-M, may be allocated to mobile cellular operators whereby mobile cellular operators shall procure the system to curb grey traffic on access level which will also facilitate quality of service monitoring and implementation of International Mobile Equipment Identify (IMEI) regime.

LLOs shall provide 200,000 broadband connections each year, exclusively with APC amounts for the next five years. Based on the percentage share in APC, the Authority shall determine the obligatory connections of each operator: (a) in order to secure the effective collection of APC, negotiations of bilateral accounting rates will be supervised by PTA.

The principle of ‘one country, one rate’ will be implemented; (b) PTA would establish an international traffic clearing house for all incoming international traffic. Through this clearing house, PTA would have statistics of all incoming and outgoing traffic, including the satellite traffic.

All licensees will be obliged to file reports on the volumes, sources and destinations of international incoming minutes, and PTA shall audit their itemised call records and billing systems with the objective of detecting and eliminating fraud; and (c) channelisation of forex inflow of incoming traffic as well as monetary transactions with foreign operators be made through the State Bank of Pakistan (SBP). Six-monthly account audit and stabilisation of call rates be ensured by the PTA.

A fund for revitalisation of local ICT/Telecom equipment manufacturing through public-private partnership and curbing the grey traffic under MoIT, may be created with the differential amount from APC-M & APC-USF over the international mobile terminating traffic.

Accounting separation will be strictly enforced for access promotion contribution received by the operators for tele-density enhancement and the same shall be audited by the PTA, bi-annually. PTA would devise all possible mechanisms to protect the share of LDI operators, including maintaining the “White list” and “Black List” of international carriers, whereby LDI operators would be allowed to terminate traffic only for those international carriers on the “White List”.

International carriers observing the sanctity of the ASR of the country will be included in the white list. Whereas LDI would register written complaint with the Regulator (PTA) for non-compliance of the sanctity of the ASR, PTA shall blacklist those carriers and direct LDIs to stop bringing traffic from blacklisted carriers.

LDI operators would be required to submit bank guarantees to all the recipient organisations so that the same can be encashed, in case of default from LDI. PTA would issue comprehensive regulations to ensure sanctity of ASR and timely payment of outstanding amounts by all concerned.

PTCL Re-launches International plus Package


Pakistan Telecommunication Company Ltd (PTCL) has re launched its international Plus Package with new rates.
Under this package, customers will be offered 500 free minutes to landline and mobile in USA, Canada and China and to landline only in UK and Australia in a monthly package subscription fee of Rs. 499 per month exclusive of taxes.
International plus Package was previously launched in August 2008, through which customers could make calls to these international destinations in a monthly subscription fee of Rs. 999, which offered customers 1200 free minutes.
SEVP Commercial Naveed Saeed said this package has been launched upon the positive feed back we got from our customers who make international calls on regular basis. And this customer centric initiative has been taken to address the demands raised by our dynamic customer base.
Aasif Inam EVP Consumer Services marked this step as reinforcement of company’s determination to improve and build good relationship with its customers while catering to their demand most effectively. Facebook Takes Down Controversial Page


In a recent development, it looks that Facebook has taken down the controversial page, which had caused protest from Muslim world, across the globe.
Yesterday evening page went down for a short span of time due to some glitch, which was latter fixed.
As anticipated, there are other pages already created with same aim, which they are calling back up pages.
Its quite long since the page hasn’t appeared back – so we may consider that Faecbook ultimately decided to remove the page. However, Facebook blog hasn’t published anything relating to the issue to officially confirm the removal of blasphemous page.
Update: CNN’s ireport confirms (though un-vetted story) that Facebook has withdrawn the page from its website.
